Shri Vinod Kumar Yadav, IRSEE (1980 batch) has taken over the charge of the post of Chairman, Railway Board on 01/01/2019. Prior to this, he worked as General Manager, South Central Railway. He holds a Bachelors Degree in Engineering (Electrical) from Allahabad University, Uttar Pradesh and Masters Degree in Business Administration-MBA (Technology Management) from La Trobe University, Australia.
Shri Vinod Kumar Yadav began his working career on Indian Railways as Assistant Electrical Engineer in February, 1982. On Indian Railways, he served as Chief Electrical Engineer, Planning/Traction Distribution, Northern Railway; Divisional Railway Manager, Lucknow Division, North Eastern Railway; Additional Divisional Railway Manager (Operation), Delhi Division, Northern Railway; Deputy Chief Electrical Engineer (Construction); Deputy Chief Electrical Engineer, Loco Workshop, Lucknow and as Senior Electrical Engineer (Construction).
Amongst the assignments he held on deputation are - Executive Director, Railway Electrification Projects, RVNL, New Delhi; Group General manager (Electrical), DFCCIL; Programme Manager Technology Diffusion and Support Programme and as Project Director, International Centre for Advancement of Manufacturing Technology at United Nations Industrial Development Organization (UNIDO); he was also Director, Department of Industrial Policy & Promotion, Ministry of Industry, Government of India and as Deputy Chief Electrical Engineer (Electrical), Indian Railway Construction Company Limited (IRCON).
He also held an important foreign assignment as Deputy Manager (Electrical), IRCON at Turkey, where he was instrumental in planning, execution and commissioning of Railway Electrification Project for Turkish Railway.
Shri Vinod Kumar Yadav is recipient of the first ever "Best Transformation Initiative Award"of the Ministry of Railways, received from the hands of the Hon’ble Minister of Railways in April, 2018.

Managing Director (Addl. Charge)

Shri R. N. Singh, has assumed the charge of Managing Director of Dedicated Freight Corridor Corporation of India Limited on 06.08.2020. He is an alumnus of IIT Roorkee, is IRSE Officer of 1986 batch. He has worked in various capacities in Indian Railways and different PSUs, including as Divisional Railway Manager, Delhi Division. He has wide experience in the field of planning and execution of infrastructure projects and Railway management. His areas of interest include PPP Projects & Strategic Management.

Director Finance

Shri Hira Ballabh, an IRAS officer, assumed the charge of Director Finance, DFCCIL on 05.05.2020. Prior to this, he was FA&CAO with Northern Railway. After graduation from DSB college Nainital and Masters and MPhil from JNU New Delhi, he also did his MBA(Finance) from SMU. He has rich exposure of working in Finance and Administration in multiple organisations. He was in charge of Finance in three Railway divisions i.e, Mumbai VT, Bhusawal and Bhopal. He also worked with Metropolitan Transport Project, Mumbai. As Director(Finance) of New Delhi Municipal Council(NDMC) he was associated with key urban renewal and infrastructure projects executed through various modes of Financing. Mr. Hira Ballabh had a unique opportunity to chair the Accounting Reform Committee of NDMC. Further, he also worked with Freight Operations Information System (FOIS), Computerisation and taxation in Railways. He also had stint in Production Unit, Procurement wing  and  Traffic Earnings. He has vast exposure of Sports administration and Financing. While working as Secretary and ED of the Sports Authority of India (SAI) he is credited with improving the Financial position of the  organisation.
Mr. Hira Ballabh has attended various events, seminars and trainings in India and abroad. He participated in negotiations abroad and represented India. Mr. Hira Ballabh has received the National Award for Outstanding Services for implementing ISO 9000 in a Railway Division. He got GM’s medal and also four Efficiency Shields while working in various units. He has compiled a 'Handbook on Internal Checks', one 'Manual on Finance and Accounts' and a booklet on 'Standard Form of Templates', in addition to a number of papers on various subjects.


Shri Anshuman Sharma, belongs to 1984 Batch of IRSE. He has a Bachelors' Degree in Civil Engg. and Master Degree in STRUCTURES from University of Roorkee (Now IIT, Roorkee). He is a Bridge design and execution specialist with 16 years experience in planning and execution of Railway Construction projects. He was in-charge for maintenance of Civil Engg. assets and co-ordination of various divisional activities of Secunderabad and Guntakal divisions of Indian Railways for 7 years. He has published various technical papers on Bridge Construction techniques. He has attended various national and international seminars including International Convention on Optimizing the Wheel/Rail System at Salzburg, Austria and China Rail World Summit at Beijing. He was associated in design and execution of 3rd Godawari Bridge consisting of 28 spans of 100m Bow String Arch Bridge. He was actively associated with construction of J&K Rail link project which involved construction of 11.0 Km long tunnel across Pir Panjal range. He had worked as supervisory Board member for various DMRC projects executed by IRCON. He received Railway Ministers Award in 1995 for completing the execution of 100 Km long construction project which included two Important bridges of each more than 700m length in a record time of 8 months.

Director OP&BD

Shri Nanduri Srinivas, an officer of 1989 batch of Indian Railway Traffic Service has joined in DFCCIL as Director/OP&BD on 15/6/2020. After completing his Master Degree in Agriculture Economics from Indian Agricultural Research Institute, New Delhi, initially he has joined Reserve Bank of India as a Group B officer. In the year 1991, he has joined the Indian Railways. He has worked in important key posts of Indian Railways viz., Chief Passenger Transportation Manager and Chief Traffic Planning Manager, S.W.Rly., Hubli.
Apart from these posts held, he has also worked as Executive Director/Fuel Transportation, NTPC, Executive Director/Coal Movement, Singareni Collieries Co.Limited and General Manager, IRCTC, Hyderabad. He has got interest in outdoor sports and reading books.

Director Infrastructure

Shri Hari Mohan Gupta, is an Indian Railway Officer of 1989 Exam Batch (Indian Engineering Services, IES-89), graduated in Civil Engineering in 1988 from University of Roorkee (renamed as IIT/Roorkee) & worked as Executive Director (Works) in Ministry of Railways, Railway Board, New Delhi since 23-04-2019 to 12-10-2020.
Before joining Ministry office, he worked for 7 years on deputation on a challenging Iconic Project as Chief Project Manager of Rewari-Dadri section of Western Dedicated Freight Corridor in DFCCIL Organization and was instrumental in acquisition of land in 7 Prime Districts (Rewari, Alwar, Mewat, Gurgaon, Palwal, Faridabad & GB Nagar of UP) of National Capital Region territory, ensuring Forestry clearances in all Districts including special permission to pass through Aravali Ranges by making a tunnel in Aravalies. All Designs & Drawings of the project components were finalized during his tenure and construction activities all along the alignment started in a big way.
He is also having experience of track maintenance, repair/maintenance/operation/overhauling of huge Railway track machines responsible for laying/maintenance of Railway track network, tendering/contract finalization/arbitration/administration of Zonal Railways etc. etc. Also, during his stint in Railway Board while working as ED/Works, he helped Zonal Railways in a big way and gained lot of experience in project monitoring, financing & other related fields.

Part Time Non-Official Director

Shri B. Ramana Kumar, is a Lawyer and a registered Insolvency Professional. He is the founder of OvoPax Legal, a Corporate law firm. Ramana’s experience spans around 25 years and was earlier practicing as a Chartered Accountant. He was also a consultant to an international law firm and Senior Manager, Tax and regulatory services with KPMG (BSR & Co), in Chennai specializing in litigation and corporate tax services.
Ramana regularly appears before the Commissioner level and above in Income tax matters, CESTAT and above in indirect tax matters. He also appears before the SEBI, NCLT and NCLAT.
CBDT, in July 2018, appointed him as a Special Counsel, International Taxation and Transfer Pricing, for the Southern Region.
He has co-authored a book on transfer pricing along with the legendary Shri S.Rajaratnam titled “Rajaratham’s Transfer Pricing in International and Domestic Transactions”. He had earlier co-authored books, namely, Corporate Audit Checklist, Documents and deeds and Issues on tax audit . He has also taken several sessions to the officers of RBI, C&AG, Direct Taxes Regional Training Institute, IIMs and other governmental departments on the technical and specific subjects. He has also presented technical papers in many seminars and workshops. He was also an active Lion and has won many District Governors’ appreciation award.
Ramana is also an active photographer and has won many national and international prizes from over 40 countries and regularly holds exhibitions of the photographs he takes. He also takes classes on photography, travel and related subjects. He has obtained distinctions in the art of photography; notably FFIP (Fellow of the Federation of Indian Photography), AFIAP (from The International Federation of Photographic Art, France).
